The NOLC has a simple model as it relates to civil rights; to Negotiate, Demonstrate, and File Suit.
The lawsuit seeks to protect 2 million community small businesses in underserved and rural communities from closure due to COVID-19. On March 27, 2020, congress passed a 2.2 trillion-dollar bill that was to assist America’s 30 million small business owners. According to BILL 748, also known as the C.A.R.E.S. A.C.T., socially and economically disadvantaged businesses were to be prioritized when it came to processing and disbursement of funds. Instead of prioritizing these businesses did not receive any money.
OF THE DUTY OF CARE
Based on research and primary data, NOLC believes that municipalities, its appointed and elected officials, should be personally held civilly liable when they grossly fail or violate the policy to disenfranchise or causing harm to residents and taxpayers.
